At 12:45 AM on Monday, September 5th, the Tybee Island Fire Department responded to “The Sand Bar”, located at 1512 Butler Avenue, after a fire was reported in the bathroom. After assessing the situation, Fire Department personnel requested that an Arson Investigator respond to the scene. During that preliminary investigation, the detective found probable cause to believe the fire was intentionally set. Over the course of the following days, detectives were able to identify Jacob Parrott as the suspect, and a warrant was obtained for his arrest on the charge of Arson in the First Degree. On Thursday, September 8th, Parrott was successfully taken into custody by officers of the Tybee Island Police Department with assistance from the Chatham-Savannah Counter Narcotics Team (CNT).

While officers were responding to the fire, Tybee Island firefighters advised them that two men were fighting one another across the street from “The Sand Bar”. During the course of the investigation, officers learned that one of the men had been attempting to instigate fights with others throughout the entire evening. He was subsequently placed under arrest and charged with Disorderly Conduct.

Later that day, one of our officers was monitoring traffic along Butler Avenue when he checked a vehicle’s speed at 53 mph in the 30 mph zone. After stopping the vehicle, the officer spotted a large liquor bottle tucked behind the center console. While speaking with the driver, he also noticed that there was a strong odor similar to that of an alcoholic drink emitting from within the vehicle. During the course of the subsequent investigation, the officer found additional evidence to suggest that the woman had been operating a motor vehicle while under the influence of alcohol. She was subsequently placed under arrest and charged with Speeding, Open Container, Suspended Registration and DUI.

On Thursday, September 8th, officers responded to the parking lot of a local condominium complex in reference to a report of a man and woman “crawling around on the ground”. Upon their arrival, officers located the subjects lying on the ground in the rain and noticed that both appeared to he heavily under the influence of alcohol. Officers requested Emergency Medical personnel to respond to the scene, but both the man and woman declined to be transported to a hospital for treatment. As such, officers assisted the couple back to their room and left the scene.

On Saturday, September 10th, officers responded to Oceanside Health and Rehab in reference to a patient threatening to “kill everyone there”. While on scene, officers witnessed the man telling a staff member that he was going to “kill his ass” and that he “wasn’t playing”. The patient was subsequently placed under arrest and charged with Terroristic Threats.
